Coal India supports gradual implementation of National Coal Exchange

Coal India Limited (CIL) has expressed its support for the gradual implementation of the National Coal Exchange (NCE) to ensure the nation’s energy security. The company believes that a phased approach would provide the necessary time for market participants and regulators to adjust to new trading standards while also maintaining a consistent supply of coal to critical consumers. By rolling out the exchange in stages, the risk of supply disruptions can be minimized, and any technical or regulatory issues can be addressed before a broader launch.

The primary objective of the NCE is to enhance price discovery and transparency within the domestic coal market. This platform aims to provide clearer signals for both production and procurement, allowing power generators and industrial buyers to plan their purchases more effectively and avoid sudden spikes in costs. It is important to note that the exchange is not intended to replace existing allocation mechanisms but rather work in tandem with them, ensuring that contractual supplies can coexist with transactions on the exchange.

In order to test the trading protocols, settlement systems, and participant onboarding processes, Coal India advocates for pilot phases in selected regions before scaling up nationally. Continuous feedback and monitoring will be crucial in refining operational details and ensuring a seamless participation process for state utilities and smaller buyers. Close coordination with state entities, mining companies, and market infrastructure providers will be essential in aligning logistical and regulatory procedures.

Industry experts anticipate that a cautious rollout of the NCE could strengthen domestic coal markets, enhance supply chain resilience, and facilitate affordable power supplies for consumers. Coal India stresses the importance of robust oversight to prevent market manipulation and protect vulnerable buyers while promoting transparent trading practices across the industry. The phased approach is seen as a practical strategy to modernize coal trading practices while safeguarding access to energy resources for all stakeholders.
