Vistra secures long-term nuclear power purchase agreement from Comanche Peak nuclear plant
Vistra has recently secured a 20-year power purchase agreement (PPA) with an undisclosed customer to provide 1,200 megawatts (MW) of power originating from the Comanche Peak Nuclear Power Plant. The company is set to begin delivery of the power in late 2027, with plans to achieve full operational capacity by 2032. An option for a potential extension of up to an additional 20 years is included in this agreement. This development underscores Vistra’s commitment to engaging in detailed negotiations with various large load customers since the previous year, focusing on selling power from their nuclear and gas plants through extended contracting agreements.
The heightened interest in Vistra’s power offerings is partially driven by a rise in electric power demand factors across their service territories. These factors include the increasing prevalence of large data centers and the ongoing electrification of oil field operations, particularly in the Permian Basin of western Texas. Vistra has also unveiled plans to expand the Permian Basin Power Plant by constructing two advanced natural gas power units that collectively generate 860 MW of electricity. This expansion will significantly elevate the plant’s current capacity from 325 MW to 1,185 MW, reinforcing Vistra’s commitment to providing reliable power to meet the region’s escalating energy needs.
Looking towards the future, Vistra has identified over $1 billion in potential capital investments within the Texas ERCOT market by 2028, contingent on favorable market conditions. Between 2020 and 2023, Vistra made substantial strides in enhancing its generation capacity in Texas by adding about 1,000 MW through the optimization of its gas fleet and the commissioning of new projects like Brightside, Emerald Grove, and DeCordova. In line with this growth trajectory, an emphasis has been placed on exploring solutions that could culminate in adding up to 2,000 MW of new generation capacity by 2028 within the ERCOT market.
Apart from these initiatives, Vistra has recently completed upgrading existing gas plants to boost generation capacity by more than 400 MW. These upgrades have been successfully implemented, and work has commenced on additional projects with a projected cumulative increase of 500 MW in capacity by the end of the upcoming year. Furthermore, the company is nearing completion of a new solar facility, the Oak Hill solar project, which will generate 200 MW of solar energy atop the former Oak Hill lignite mine site. Expected to commence operations in the fourth quarter of 2025, this initiative highlights Vistra’s ongoing commitment to renewable energy developments.
Another major endeavor underway is the repowering of the Coleto Creek Power Plant, ensuring that the retiring coal plant remains operational beyond the initially scheduled cessation in 2027. Through strategic investments in plant upgrades and pipeline expansion, Vistra intends to repurpose the existing infrastructure and transform it into a dispatchable gas plant, effectively restoring around 630 MW of generation capacity to the grid. These comprehensive strategies underscore Vistra’s multifaceted approach to meet the evolving energy demands of its service territories by expanding its power generation portfolio through innovative projects.
