Tether’s new advisor forecasts U.S. Bitcoin reserve by end of year

Bo Hines, a former White House crypto policy head, has transitioned into a new role as a Strategy Advisor for Digital Assets and U.S. Expansion at Tether. In a recent interview with Tether CEO Paolo Ardoino, Hines expressed strong confidence that the U.S. will swiftly enact a Strategic Bitcoin Reserve (SBR) law before the end of the year, indicating that it is a top priority for President Donald Trump.

Hines foresees two significant achievements by the administration come year-end: the already-passed GENIUS Act, which establishes regulations for stablecoins, and the forthcoming BITCOIN Act, aimed at formalizing a federal reserve of BTC.

Earlier this year, the White House initiated a Strategic Bitcoin Reserve via an executive order, instructing the Treasury to secure seized coins and forbidding their sale. The proposed BITCOIN Act, presented by Sen. Cynthia Lummis and Rep. Nick Begich in March, serves to solidify this framework into law, define governance structures, and establish “budget-neutral” strategies for acquiring additional bitcoins.

Hines envisions that enshrining this legislation into law will elevate the U.S. as a global pioneer in digital asset policy, asserting that the nation is well on track to become the world’s crypto capital.

Following his pivotal role in ushering the GENIUS Act to fruition in July, Hines moved to Tether shortly after leaving government. The bill, having laid down the inaugural comprehensive federal groundwork for stablecoins, has paved the way for broader digital asset market structure reforms.

The debate surrounding the Bitcoin Reserve has triggered mixed signals within the administration. Treasury Secretary Scott Bessent initially declared that the U.S. would refrain from directly purchasing bitcoin. However, he later clarified that seized assets will be retained within the reserve, with contemplation towards budget-neutral accumulation strategies.

Presently, the legislative pathway lies open. Should the BITCOIN Act progress within Congress in the upcoming fall season, it may signify the enactment of the second transformative crypto law of 2025, establishing a legal basis for the U.S. to regard bitcoin as a strategic, long-term reserve asset.
