Bank of Singapore, a private banking subsidiary of OCBC, has introduced a novel systematic and risk-driven strategic asset allocation (SAA) framework aimed at assisting clients in constructing robust, long-term investment portfolios. This strategic framework emerges following an exhaustive year-long examination and stress testing of 120,000 portfolios. The framework is based on a “robust optimisation” technique commonly employed by quantitative hedge funds and institutional investors, focusing on developing investment portfolios that can withstand market uncertainties and key inputs like expected returns and risks, thereby delivering more steady returns.
Jean Chia, the Global Chief Investment Officer at Bank of Singapore, emphasizes that amidst today’s volatile and unpredictable market cycles, traditional models reliant on accurate forecasts struggle to sustain reliability. The newly introduced framework is designed to bolster portfolio resilience, offering clients enhanced clarity to navigate uncertain market conditions effectively. Unlike conventional models, the robust optimisation approach adopted by the SAA framework minimizes the gap between expected and worst-case scenario outcomes by promoting improved diversification across asset classes, thus mitigating risks.
By contrast, traditional mean-variance optimisation (MVO) techniques, necessitating precise forecasts, prove ineffective when market conditions deviate from initial projections. Moreover, portfolios created using market cap-weighted benchmarks are often disproportionately exposed to the US market, posing potential drawbacks in the current market landscape. The upgraded SAA framework is now factored into the design of portfolios across five distinct risk profiles – conservative, moderate, balanced, growth, and aggressive – encompassing recommended allocations across asset classes such as equities, fixed income, cash, and alternative investments.
This new framework’s launch coincides with a period of elevated market volatility on a global scale, exemplified by the VIX Index reaching a five-year peak in April 2025, highlighting the necessity for adaptable investment strategies.
