Dutch real estate firm fined €1.7 million for money laundering violations

The Dutch Authority for the Financial Markets (AFM) recently fined Achmea Real Estate 1.7 million euros for severe Anti-Money Laundering and Anti-Terrorist Financing Act violations. These offenses occurred during the period when the company operated under the name Syntrus Achmea Real Estate & Finance between 2018 and 2022. At that time, Achmea Real Estate managed investment funds and offered mortgage products.

An investigation by the AFM revealed that Syntrus Achmea failed to report 11 unusual transactions to the Financial Intelligence Unit (FIU) promptly, as mandated by Dutch law. The FIU is responsible for analyzing transactions that could be associated with money laundering or other criminal activities. Additionally, the company did not conduct proper ongoing due diligence on these flagged transactions and the clients involved. The AFM classified these violations as “significant breaches” of the Wwft. Investigators also noted the presence of money laundering red flags like mortgage fraud in some instances.

Although Achmea Real Estate no longer engages in the mortgage sector, it continues to manage properties for pension funds and other institutional investors. In 2024, Achmea separated its mortgage and real estate businesses and took steps to implement an improvement plan to ensure full compliance with anti-money laundering regulations.

Upon acknowledging the violations, Achmea accepted the imposed penalties, resulting in reduced fines of 850,000 euros each from the original 1 million euros. In a written statement, Achmea expressed regret over the errors, emphasizing that they were contrary to the company’s values and professional standards. The company affirmed that its transaction reporting and client due diligence processes currently align with the law.
