Turkey Introduces Strict Crypto Regulations for 2025

Turkey has introduced new regulations surrounding cryptocurrency with a focus on preventing money laundering and complying with global standards. These rules are slated to take effect by February 2025 and are inspired by regulatory frameworks in the European Union and other significant global markets.

Under these regulations, Turkish cryptocurrency service providers must collect user identification for transactions exceeding approximately $425. If providers cannot gather sufficient information, they can designate the transaction as “risky” and halt it if necessary.

The implementation of these laws comes as Turkey’s influence in global markets grows, prompting increased scrutiny of the cryptocurrency sector internationally. These regulations also require licensing for crypto services, measures to prevent market manipulation, and formal agreements between service providers and customers.

Since the middle of 2024, the Capital Markets Board has seen a surge in licensing applications from companies looking to operate legally within Turkey. Notably, 47 firms, including well-known exchanges like Bitfinex, Binance TR, OKX TR, and Gate TR, have applied for licenses under the updated regulations.

Simultaneously, the Scientific and Technological Research Council of Turkey will carry out audits on the technological systems used by cryptocurrency companies to ensure compliance.

While these regulations aim to protect consumers and the financial system from illegal activities, there are concerns that they may unintentionally stifle innovation and pose challenges for smaller startups, potentially increasing operational costs.

Despite prohibiting the use of cryptocurrencies for payments since 2021, Turkey still allows individuals to buy, hold, and trade digital assets. Many Turkish citizens view cryptocurrencies as an attractive option for wealth preservation and investment, continuing to engage actively in the global crypto market.
