2024 Civil Service Year-End Payment Guide
Civil servants are in for a treat as they will be receiving a 1.05 months year-end bonus this year. Additionally, junior grade officers will get an extra one-time payment of $600. This decision comes after the Government consulted closely with public sector unions to ensure fairness and alignment with guidelines.
The year-end bonus considers Singapore’s expected GDP growth of around 3.5% in 2024 and the recommendations set by the National Wages Council for 2024/2025. To top it off, all civil servants will continue to receive the Non-Pensionable Annual Allowance (NPAA) of 1.0 month.
In economic news, the Ministry of Trade and Industry has raised Singapore’s GDP growth forecast from 2.0% to around 3.5% for 2024. This positive outlook reflects the strong performance of the Singapore economy in the first three quarters of the year.
Despite global economic uncertainties, the labor market in Singapore remains stable. The Ministry of Manpower’s report shows that total employment is still growing, and unemployment rates and retrenchments are low, indicating a robust labor market.
In line with efforts to uplift lower-wage workers, the Government will be taking a progressive approach in determining AVC for civil servants. This means that civil servants in grades equivalent to MX15 and MX16, as well as those in the Operations Support Scheme (OSS), will receive a special one-time payment of $600. Combined with mid-year payments, civil servants can look forward to receiving a total of 1.5 months in full-year AVC, with junior grade officers getting lump-sum payments of up to $850 for the year.
