The Government’s decision to provide civil servants with a year-end Annual Variable Component (AVC) of 1.05 months was made after consulting closely with public sector unions. Additionally, civil servants in grades equivalent to MX15 and MX16, as well as those in the Operations Support Scheme (OSS), will each receive an extra one-time payment of $600. This year-end payment aligns with Singapore’s expected GDP growth of around 3.5 per cent in 2024 and follows the National Wages Council (NWC) guidelines for the 2024/2025 period. Alongside this, all civil servants will also continue to receive the Non-Pensionable Annual Allowance (NPAA) of 1.0 month.
Looking at Singapore’s economic and labor market outlook, the Ministry of Trade and Industry has raised the GDP growth forecast for 2024 to approximately 3.5 per cent, moving up from the initial projection of 2.0 to 3.0 per cent. The performance of the Singaporean economy in the first three quarters of the year, along with current global and domestic economic conditions, contributed to this adjustment.
Despite global economic uncertainties, total employment has been on the rise, as detailed in the Ministry of Manpower’s labor market report. Moreover, low unemployment rates and retrenchments have been observed in the context of a competitive labor market.
Taking a progressive stance, the Government continues its commitment to uplifting the wages of lower-wage workers by providing civil servants with a 1.05 months year-end AVC. This approach ensures that civil servants in MX15 and MX16 grades, in addition to those in OSS, receive a special one-time payment of $600.
When considering the mid-year payments, civil servants are set to receive a total of 1.5 months in full-year AVC, with junior-grade officers benefiting from up to $850 in lump-sum payments for 2024.
